Check both options under

NET Framework 3.5 to make sure all components are enabled. Then find .NET Framework 4.8 Advanced Services and expand it by clicking the plus sign ( +).

Check all the boxes under .NET Framework 4.8 Advanced Services to enable these features. Then click OK to apply the changes and install the selected features.
